我孩子的学校车收费为何如此怪异？

我孩子的学校校车是如此收费的：
1。1月交1月和今年12月的车钱
2。5月交5月和6月的车钱
3。10月交10月和11月的车钱
4。其它的月份，如2，3，4，7，8，9月，交当月的车钱
6。无论何情况发生，6月和12月的车钱概不能退，概不能挪用其它月用，只能6，12月用；你用不用，你定
5。每月车钱55元；全年共交12个月，全年共计660元

我大致算了一下，一年52周，去除12周的学校假期，两周公共假日，实际上学还剩38周，共计大约190天。每天平均车费3.5元。

这令我想起新加坡人不愿生育下一代的又一个理由（其他理由如干，如学前教育完全市场化，中小学校半日教学，等等）。

这个意思是：订校车，一订就是一年的。不管上不上学都得交钱。

算下来是不便宜地。如果孩子大了，建议自己乘公交上学。
孩子用学生卡，不管多远都是不到5角钱，来回一天不到1元。

新加坡所有交通业者，无论是地铁，巴士，差头，还是私人校车，真是很强势啊。

我的第一印象是抢钱，被抢就抢吧，谁叫俺没银子买车。。。

和我家的一模一样，价钱都相同。只是每星期一天早上要早去PAL活动，还要多加9元

跟我家的一样，我们今天收到了通知，也是交12个月的钱，一个月是$60，所以全年要交$720。
大一点就不要搭校车了，搭巴士比较合算。

这个价格还没有我儿子上幼儿园时的校车高。那时幼儿园校车收１４０元／月，但优点是可以随时取消，不早收费。所以那时孩子坐了１个月校车后，我改为每天打车去，座公交回，费用相同，早上节约很多时间等校车。

新加坡学校交通业联合会是这样解释的：

“Since the computation of school bus fare is based on yearly basis, payable by 12 months. The month of December
and June should be paid on January and May. Payment should be made by on the first week of each month.”

“ It has always been a practice for school bus operators to quote and charge school fee on 12 month basis. This is because almost all their operation costs such as vehicle deprecation, parking, insurance and road tax, continue to run during the school holidays. Bus drivers have to be paid during school holidays too as they need to survive. Similarly, teachers are paid 12 month’s salary. In other word, whether fees are collected on 12 months, 10 months, or term basis, is a matter of packaging. It’s simply taking the yearly costs and dividing it by the number of collections. Bottom-line is operations have to cover their total annual costs otherwise they will not survive for long.”

人家说了，老师假期不教孩子也领薪水，凭什么我们不能收车钱？这个，貌似也有点道理。。。
