收到邮件通知如下：
We have conducted the computer ballot and your balloted queue position to select a flat is 398.
Although your queue number exceeds the 216 units of flats on offer, there could be applicants ahead of you in the queue who do not select a flat.

我的号是398，总共216个单位，我第一次申请，没有经验，这是不是意味着基本上99.999%没机会选房了？？后面一句说可能前面有人没选，基本上属于安慰了。
