Admittedly a Chinese language program might have a limited target group in Singapore and will not be widely available in Community Clubs. You should also visit your Community Club and speak to someone at the information desk, who will be able to provide helpful suggestions.
Another option is the Singapore Chinese Chamber Institute of Business (http://www.scciob.edu.sg/), which provides accredited Chinese language courses at all levels, in partnership with government employment agencies. A wide range of certificate and diploma courses are available (http://www.scciob.edu.sg/index.c...). If you are a complete beginner, the Certificate in Gateway to Mandarin (http://www.scciob.edu.sg/index.c...) looks most appropriate.
