教育部长王瑞杰在回答国会议员殷丹博士的询问时说，试卷是学校的知识产权，今后学校应该在试卷上注明其版权。如发现“盗版者”，可以采取行动。
Handle exam papers with care to prevent copyright infringement

Exam or test papers that are created by a school are the intellectual property of the school, Education Minister, Heng Swee Keat wrote in reply to Member of Parliament for Ang Mo Kio GRC, Dr Intan Azura Mokhtar's query in Parliament on taking a stricter approach against tuition centres and tuition teachers who use examination or test papers from schools.
He said that while teachers or schools who find their copyright being infringed upon can take action, it will be difficult to trace and stop the supply of such material to members outside of the school once the papers have been given to students.
However, to prevent external parties from profiting from these materials schools and teachers should mark their material as copyrighted, and they should also handle them with care, the minister wrote.
