If your local born child has not travel out of Singapore since birth, you can walk-in to submit your child’s Singapore PR application at Level 5, Permanent Resident Services Centre, Information Counter, ICA Building, on Mondays to Fridays from 8am - 4.30pm and collect a queue ticket for submission. The child must be present at ICA for at least once, i.e. during PR application or completion of PR formalities, if subsequently the application is successful. A completed Form 4 and all relevant supporting documents as indicated on the explanatory notes are to be submitted in originals and a photocopy of each of the documents are required. The application Form 4 and explanatory notes (Application for Permanent Residence for Spouse and Unmarried Children of a Singapore Citizen/Permanent Resident) can be downloaded from ICA's website at url: http://www.ica.gov.sg/e_services_overview.aspx?pageid=303&secid=302 . All applications for Singapore immigration facilities are given due consideration. Each application is assessed holistically and on its own merits.
