If they are returning to China or the Tamil Nadu or West Bengal States of India, they are required to take a Polymerase Chain Reaction (PCR) test for COVID-19 before boarding.

With effect from flights on 1 Oct 2020, all pre-departure COVID-19 PCR tests will be conducted at selected GP clinics listed at https://safetravel.ica.gov.sg/pre-departure-test  Please submit your pre-departure COVID test request at ICA SafeTravel website via via http://www.go.gov.sg/mom-pdt

我的理解是，如果你不是辞职离开新加坡，是不算repatriation的，你可能要选“公务出差”或者“人道及其他原因”的选项。
